Background form must stay maximized

I have a form that I want to stay open and maximized at
all time. The problem is all my other forms are not
maximized so when I open them my background form gets
smaller. I've tried DoCmd.Maximize for the On Deactivate,
On Lost Focus and On Open. They don't work. Any
suggestion on how to keep this form maximized at all
times. Thank you. Kathy
