background in Visio

I would like to use one of my pictures (jpg) as my background on the Visio
worksheet. How do I get the photo into the background selection?

Each page in a Visio drawing can be a foreground page or a background page.
In the Page Setup, you can specify the type of page and what background page
is attached to this page.

So to add a drawing to the background. Open the background page (or create
one) and just drop the picture on the page.

What if:
- all pages have common feature X
- some pages have common feature Y (therefore X+Y)
- some pages have common feature Z (therefore X+Z)
- some pages have common features Y and Z (therefore X+Y+Z)

I thought I could put Y and Z together with background X, set Y as a
layer, and then hide it when the whole thing is used as a background to
another page, but layers on background pages aren't manageable by
foreground pages.

Otherwise I can't figure out how to do this without putting Z on two
separate background pages.. Am I missing something?
