Background picture tiling

Why is it when I try to attach a background picture to my email the picture is tiling?

Also when I reply to an email that has an existing background picture it also tiles in the reply and I have to always remove the background picture before I can reply to an email.

Is there a way to have the picture become a full background and stop the tiling ?

Sorry, the background picture can't be stretched to fit. You'll need to
make your picture larger. It will still tile but your recipients may not
notice with an average size window.

Please be sure to let Microsoft know you'd like to see this feature in
future versions by using the Help --> Send Feedback mechanism in any
Office application.

I'll try the larger pictures and also send my feedback to Microsoft.
