Background sound option is greyed out in FP XP

I would like to add a sound to a web page but the option to add one in page
properties is greyed out. I tried a brand new empty web, but still the option
is greyed. I guess I am missing something really simple here, but I cannot
find it myself, or with the knowledgebase.

Any suggestions?
Frontpage 2002 on Win XP, if it's any help

Click Tools > Page options > Click the Compatibility tab and set the dropdowns to Custom.
