Background Stationary doesn't show on reply e-mails or forward ema

I have recently set a background for my e-mails and for my collegues. (some
of us using Outlook 2003 & some 2007).
The backgrounds have been set and work perfectly on new emails but do not
appear when replying to an email or when forwarding. Can this be changed?
A further issue is that the background I have created looks fine for 2003
users but for the 2007 users the template leaves a couple of line spaces at
the top of the email before the template starts, is there any way in which
this can be ammended?
