Backgrounds don't print to the edges

I can't seem to get any office product to print background images to the edge
of the paper. It always leaves a small border around the document and it is
very annoying. I have checked and re-checked all the setting within the
program all to no avail.

I read here that it might be the printer causing this, but when I even
choose "print preview" it shows the white border around the background image.
So, I am assuming that the problem is not the printer but rather some setting
within the program.

I am using an HP 7410 AIO.

According to the HP web site your printer has a .07 (1.8 mm) unprintable margin
on top and a .12 (3 mm) on the bottom.
