When I back up Outlook 2003 is it necessary to back up the .log and .bak
files in addition to all the .pst files.
files in addition to all the .pst files.

This is a follow up suggestion courtesy of one of the MVPs.
Google "microsoft.public.outlook." The first offering will be the correct
one. Just scroll down the page until you come to
"microsoft.public.outlook".
Then ask your question there.
Hope this helps.

as good if not better than microsoft.public.outlook....

You can try BackupMyFolder! that allow to backup PST files, even if
Outlook is opened
http://www.addonmail.com/Products/BackupMyFolder.asp
Which could lead to corrupted pst files....the MS Personal File Backup
utility functions AFTER Outlook is closed for that very reason...

(much of it hidden), how can you ensure that you are actually providing a
valid backup?

doesn't copy the file as MS Personal File Backup, but use MAPI
functionnality to copy items of the PST file
