To backup individual issue list, you can use 'Export to spreadsheet' link on
the list page. However that requires WSS compatible applicaiton like Excel
2003.
You can also try 'Edit in Datasheet' button on the list's page. That also
requires compatible application. I think using this, you can can copy paste
data from other list. LAter you can use 'Synchronize with Project Server'
link on the left navigation of that list.
I haven't tested that thing completely myself as I don't have WSS compatible
applications (Office 2003 versions) at the momemt.
Also try this. Save site as template, & then using that for another site.
(Again I haven't tested it)
Note the project name & ID# of that LIST's project. Then in PWA > Admin >
Manage Windows SharePoint Services > Manage SharePoint sites. Click the link
of that particular LIST site in question. Click 'Site settings' on the
homepage of the site. Under Administration section click 'Go to Site
Administration'. Under Management and Statistics section click 'Save site as
template'. On the next page provide descriptions & check the box 'Include
content'. That will save the whole site (with all contents & lists of that
particluar site) as template. Click OK on next page. Now
you can see that site (with LIST) by clicking 'Manage site template galler'
under Site Collection Galleries.
See if you can use that template on any other site. If so you'll be able to
restore list as well but with all other site contents as well. Make sure you
understand this before using it.

To import ISSUES list from excel to project, go to the list page of that
particular project site where you want to import this data. Try 'Edit in
Datasheet' button on the list page. If you have compatible excel version,
then I think you'll be able to copy pase the data ifrom there. Later you can
use 'Synchronize with Project Server' link on left.
For importing, also try this. if above thing doesn't work. Go to the
homepage of the Project site where you want to import to the excel issue list
('Manage Sharepoint Sites'). On the homepage click 'Create' or click create
button after clikcing 'Documents and Lists'. Under Custom Lists section click
'Import Spreadsheet' link. That will definitely work.
