Backup Tool Installs, But Only Under One User Account.

I can't get the backup tool to install under more than one user account.

I go to the other account, the menu option is not there. If I try to
install, it refuses, stating it is already installed.

I tried with the other user logged on, app running, not running and logged
off.

A reinstall of Office (repair install) and the back applet didn't fix it
either. Anyone know what's up? Any workaround?
