Banner Ad does not show in internet explorer 6.0 sp2 (sometimes)

I manage a web site woth frontpage 2002 in which I use banner ads. These ads
work fine on some computers but on my home computer which is using windows xp
and IE 6.0 sp2 the banner ads appear as a broken graphic link. I have tried
everything conceivable with my active X controls and security settings and
nothing works. Any suggestions?

The Banner Ad component requires a Java Virtual Machine is installed.
Installations of Windows XP and IE6 do not have the JVM, unless the user
downloads and installs Sun's version from www.java.com
For this reason, it is best to avoid any components that require Java
(Banner Manager, Hover Buttons)

If the Banner Ads are JavaScript, then SP2 blocks JavaScript running when
the source is on that computer (as opposed to a web page on the internet).
This can be enabled in Internet Explorer using Tools->Internet Options -
Advanced Tag. Scroll down to Security and check the box "Allow active
content to run in files on my computer"
