Is there a way to capture the Bar DblClick event to use the date of the bar
for some user functionality?

The owc chart controls exposes the click event, have a look at the object
model for the exact syntax. you are going to have to configure your
environment to support OWC events as well. There is an MSDN article with
exact details on how to do that.
