This is an excellent question, and caused me to dig deeper into Project
Server 2007 to determine the correct answer. Here is what you need to know:
Capacity = The amount of time a resource is available to work on a daily
basis, not counting company holidays or personal nonworking time such as
vacation. For example, Mickey Cobb is a full-time employee who works the
normal 8:00 AM -5:00 PM, Monday through Friday working schedule. Therefore,
her capacity is 8 hours per day every Monday through Friday or 40 hours per
work week.
Base Capacity = The amount of time a resource is available for work, MINUS
company holidays. During the week of May 30th, the Capacity for Mickey Cobb
is 40 hours, but her Base Capacity is only 32 hours (40 hours - 8 hours for
the Memorial Day company holiday).
Actual Capacity = The amount of time a resource is available for work, MINUS
company holidays AND personal nonworking time such as vacation. During the
week of May 30th, Monday is Memorial Day and Mickey Cobb is taking the rest
of the week for vacation. During that week, her Capacity is 40 hours, her
Base Capacity is 32 hours, and her Actual Capacity is 0 hours.

Hope this helps.
