baseline guides

Some of my pages show baseline guides on whole page and other pages show
guides only in the margines.

How do I get the guides to show on whole page of every page?

Look at your master pages.

Baseline guides aren't the same as ruler guides. If you select baseline guides
they will automatically be on all pages.

The only way you can get the ruler guides to appear on every page is to set them
up before you insert new pages or as JoAnn suggested put the ruler guides on the
Master page. When you insert pages, check Duplicate all objects on page...
