Baseline Save Error

A user is getting "Cannot Clear or Save Baseline. You do not have the
adequate permission to clear or save baselines to baselines 0-5". Baseline
can be saved by someone with elevated permissions but this user has the
permission to save a protected baseline. Thoughts?

Sounds like they may not have all the permissions you think they have.
Do they belong to a group or have category set which denies saving a
baseline?
If so, remove them from that group. For example if they belong to admin and
team member and the team member is explictly denied that ability then even
though they are an admin they won't be able to do what an admin is typically
able to do.

I'm have the same issue. PMs are receiving the warning:

Cannot Clear or Save Baseline.
You do not have the adequate permission to clear or save baselines to baselines
0-5.

They are a part the Project Manager group. I set permission for this group using the Project Manager Template. From other posts I have read, the permission required is under Global Permissions -> Projects -> Save Unprotected Baseline. The PM template defaults this as allowed, but my PMs are still seeing the warning.

Any help would be great!

0-5 are protected baselines. 6-9 are unprotected - or something like that,
couldn't remember if 5 or 6 was the cutoff.

Protected baseline permissions are in the Group Settings. Unprotected are
in the appropriate Category permissions.

This problem could be caused if your project managers are in another
security Group in PWA and there is a Deny permission specified for that
Group on the Save Protected Baseline. If your PMs are in any other Groups
in PWA, remove them from those Groups and let us know if that resolves the
problem.

They are in the group Team Members, but I have made sure that no permission
is set to deny.
I have also been having some trouble with AD sync taking login permissions
away from admins. Admins are also in the Team Members group. To work around
this, I have stopped AD sync with just my admin group. I'm beginning to think
the team member group is the issue. Because there is no permission that is
denied, I'm still at a loss.

Why are project managers in the Team Members group? What categories do
they have assigned, and do they have security to save protected baselines
in the category?

Have you installed View Effective Rights to identify the issue?

As long as no Deny permissions are set in the Team Members group, this
should not affect the Save Protected Baseline permission for the Project
Managers group. At this point, however, I am concerned about why you said
in your original post that you "...set permission for this group using the
Project Manager Template." Why didn't you use the default permissions set
in the Project Managers group to begin with? Those default permissions
would allow your PMs to save a protected Baseline for their projects. So,
let's check to make sure you have this set up correctly. Do the following,
please:

1. Log into PWA with administrator permissions.
2. Click Server Settings - Manage Groups.
3. Click the Project Managers group to open it for editing.

In the Categories section, you should see (at a minimum) the My Organization
and the My Projects categories, and probably the My Personal Projects
category as well. Do you see these?

4. If so, click the My Projects category to display the Permissions grid
for that Category.

In the Permissions grid for the My Projects category, is the "Save Protected
Baseline" permission set to Allowed?

5. If not, select the Allow checkbox for the Save Protected Baseline
permission.
6. Now select the My Organization category to display the Permissions grid
for that Category.

In the Permissions grid for the My Organization category, have you set a
Deny permission on the Save Protected Baseline Item, by chance?

7. If so, deselect the Deny checkbox and make sure the Allow checkbox is
not selected either.
8. Now select the My Personal Projects category (if present) to display the
Permissions grid for that Category.

In the Permissions grid for the My Personal Projects category, have you set
a Deny permission on the Save Protected Baseline Item, by chance?

9. If so, deselect the Deny checkbox and make sure the Allow checkbox is
not selected either.
10. Click the Save button.

Let us know if this helps.

The problem was in My Organization. This was the permission I was looking

Let this be a lesson to you to use the default permissions with Groups in
Project Server 2007! :) Glad to know my solution worked. And you are more
than welcome for the help, my friend.

I had the same problem with Project 2007 and Project Server 2007 and found a solution that had nothing to do with the baseline.

In the group permissions in Project Server, make sure that the "My Projects" category for the "Project Managers" group has all the "Resource" permissions enabled:

1. Edit timesheet
2. Approve timesheet
3. Assign resource
3. Create supplementary timesheet
4. Modify enterprise business resource

It's possible that not all of these permissions are needed but it worked for me.
