Baseline Timestamp

Either through a VBA Macro or SQL access, I would like to determine the
timestamp of a baseline for a project.

That would be the date and time the baseline was saved.

We want to keep track of who is updating their baselines inappropriately
without doing a historical compare against baseline content.
