We have PWA 2003. We go to PWA, select and open up multiple schedules in
Project 2003 Professional (they open as a master schedule which we do not
publish). We have already accepted updates. Now, we want to "reschedule
work". We do so. We then close the master project that was created and save
each individual schedule. However, the emails notifying the user community
about date changes do not go out. In fact, they do not go out until we open
the schedule individually and publish it. Is there any way that we can
publish each individual schedule from the master schedule?

No, you should NEVER publish a master project because it can lead to
duplicate task assignments on each resource's timesheet. The best way is to
open each project individually and publish them. Hope this helps.
