Batch Update Shared 97 MDB?

Access 97, Split DB, Front End just forms, queries, and
macros to run reports only from linked tables...allows no
data entry (limit toolbars/menus so no can't get to
designs or tables. No database password or user/group
permission security used. About 75 users possible (max 15
at one time).

Problem: I update the data on a daily basis by
actually "replacing" the existing data (changes daily) by
deleting all data and appending the new data to the linked
tables from another application linked to the same tables
(hope I didn't lost you on that...). However, if user is
in the database with a recordset open/running a query,
then I get "table lock" errors and cannot update the data.

Is there a way to bounce everyone, tell them it's
updating, and then update the tables while no one is
in...or is there a way to get around these "locks"
(remember, no one is actually editing data but
me...they're just viewing the data).
