BCC + CC not received in O/E

can anyone help this is driving me spare..

If i send a message to someone including them using the
BCC or CC fields in Outlook 2003 and sending to an Outlook
Express mail account.
The message is not retreived from the server ...but i know
its there as i can see it in webmail
when i access my mail online...
So OE isnt getting the copy of my mail

What is going on....!!

Please tell me why this is or how to stop it..
