bcm will not install

I cannot get BCM to load. It is not in the disabled section. There is no
option for BCM database file in the add new data file screen. I try to
re-load BCM but the wizard stops early and says: "Business Contact Manager
for Outlook 2003 was not installed". The wizard will NOT complete. I am
running XP and connecting to SBS 2000 with Exchange. I have tried the
routing with an without the exchange account loaded. I have also tried with
and without "cache mode enabled". I have uninstalled re-installed office.
Can someone help?
