"Become the manager of these resources" is Unchecked but still happening

All,

I have a issue that just started recently, whenever a person works in a

project plan that belongs to another person from within project
professional 2003 and they to a Collaborate - Publish - Republish
Assignments to push there changes to the resources AND they leave the
checkbox box that is entitled "Become the manager of these
resources" unchecked, person is made the owner of the resource
assignments. Problem only started surfacing within the last month or so

in the 2 years we've been on Project Server. There have been no known
changes in the past few months's that i know of other than monthly
reboots of the systems. Any ideas on where to even start looking would
be great.

Is it for all projects or only one? Is this for all managers or only one?

I have never seen this behavior. Are you seeing errors on the server's
application Event log, by chance? If so, please post the errors here.
