Beffer Error Message

When creating a.MST file using the "Microsoft Office
Custom Installation" program which is part of the
Microsoft Office Tools group, I get a "Buffer passed to
GetRecordField/GetNextLine is too short. The MSI file is
corrupt error" message. Any ideas?
