behavior causes active x error for user?

I am trying to use the swap picture feature from the behaviors pane. Then I
save the page and use preview in browser and get an active x error.

Then I publish and look at it online, and there is no error.

I can't use this if the users are going to get the error. Only Internet
Explorer matters.

How do I know whether or not it will appear?
Is there another way to create it without the risk?

The error is only when you view the page via your HD. When the page is viewed from an http address
users will not have any problem.
