Bentley Microstation DGN reference

I have added the Bentley Microstation DGN 8.0 Object Library to my available
reference for my Access DB.
Not all of the users will access the form where I am using this. My problem
is no one can open Access unless they have the Microstation.exe file on there
machine. Is there anyway around this. We do not want to add Microstation to
the users machines that will not be using it.

See whether you can use Late Binding instead of setting a reference to the
object library.
