Best application for creating a specific type of document?

I am trying to create a multi-page document that displays a grid of
images (three rows of three on a portrait layout page). The images
would each have a unique caption. My problem is that I want to update
the document periodically by inserting a new image anywhere in the grid.
All of the subsequent images should automatically shuffle down, with the
last image in a row bouncing down to the next row. I thought I might
create a table in a Word document to do this, but inserting a new cell
with an image in it won't push all of the subsequent images further
along in the document the way I want it to. Maybe this isn't even
something I can do in Office. Anyone have a suggestion for the best
application to do this with? Some type of publishing application,
maybe? <shrug>
