Best chart to show quarterly forecast vs budget

Could you please give me your suggestions on what would be the best chart to
show quarterly forecast to budget for multiple departments?

I would use a multiple bar comparitor to do that.
It is the 3D bar graph that has one bar in front of the other bar.
