Best Method for Creating a Chart in an Access Application

I need to create an Access application (Access 2000 or above) with line
graphs in it. My specific requirements are that it needs to be able to
support multiple Y axes with date values on the X axis. So each line
chart would have two different series that would be color coded with a
left Y axis and a right Y axis with different scales on each Y axis.
The two series will not necessarily have values for the same dates. I
have looked at using the MSChart control that seems to come with MS
Office but it looks like it won't support multiple Y axes with an X/Y
Scatter plot. So then I looked at using the Microsoft Graph Chart
built into Access. But that doesn't seem to support multiple Y axes
either. Does anyone out there know of a simple way to create a line
graph that meets my requirements? Ideally I would like to find a
solution that is built in to MS Office and that doesn't require the
installation of 3rd party ActiveX control. I am going to be
distributing the Access application and I would rather not have to
install any third party controls.
