Best Practice - Non Work Time

Has anyone seen a "best practice" non-work time document? Has anyone
developed supplemental add ons to better handle this?

We don't use the time reporting for official hours. We use the % complete.
But, one needs to know if the resource is sick, on leave, on training, and so
on. How is everyone else keeping up with this in a decentralized way. We
actually want the resource themselves to maintain this data -- like input
their own vacation, training, etc. Is everyone out there adding all this to
the Admin project which seems very cumbersome?
