best practice to close a project on project server 2003

I have many projects that I'd like to disable resources from being able to
enter more time into tasks. I need to keep the data from the projects
available to use in the OLAP cubes so I don't want to remove the projects
from the server. It looks like I can change the resources on each project
from Committed to Proposed...so entries for tasks do not appear in the
resources' timesheets.

Is this the simplest way to meet my needs? Any other recommendations?
