Best Solution for handling the ongoing tasks

Hi
Her in my department we have multiple projects and a part of that the
resource are sometimes involved in non-project tasks (ongoing tasks)
Now which is better to select?
1) Let them enter the ongoing non project tasks from time sheets (but these
tasks will not be included in any reports available with Project 2007
Professional, am I right?)
2) Add recurring task as general as possible and let them use it to update
their daily non-project work (how can we control the planned duration here)

Or do you have a better solution

Thanx for the answer, i have some questions about the Activity Plan
First, will it be imported to the timesheet when the resource create them
If yes, will these be avaialble in any Work load or any other type of
reports??
