Best way to manage a note that affects multiple projects

This is the same problem I have with outlook folder items.

Its easy to setup sections and move messages or in Onenotes case
projects.

However I frequently find that some of my notes apply to multiple
sections.



ideally if I create an item, I would be able to right click on it and
choose what other projects it applies to. And it would CREATE A LINK
in that project.

So to confirm

I create a note in PROJECT1. I right click and choose ALSO APPLIES TO
PROJECT2.

Then when I view PROJECT2, I notice that it has a remote link to the
note that I create in PROJECT1. And indeed if I delete, ammend
PROJECT1. PROJECT2 reflects that change
