Best way to paste a Screen Capture into a FORM

I'm creating a form for monitoring an issue with an application.

I would like to know the best way that I can have a user paste a Print
Screen (hitting Print Screen key) into the form so that when they send it to
me I can see what was on the users screen at that moment. So something real
simple. The problem arises and the user hits Print Screen. Opens the form
fills out the information and paste the Print Screen and sends to me.

Not looking for applications to create Screen prints or any ideas to the
user taking and creating a paste in Word to attach or making a JPG. I want
the user to be able to paste this into the FORM.

What is the best method or some workable ideas for doing this?

I don't know if it's the best method but I add a rich text box and the user
just have to paste in it with ctrl v

This is what I currently have started with.

If this is the only option is there a good way to set this Text box for
formatting? I know you can set it to contain Scroll bars but I can only get
those to work for Vertical not Horizontal scroll.
