As far as I know, Outlook isn't required.
If you have OneNote SP1, a Pocket PC and a recent version of ActiveSync,
the Notes from the PDA (which would normally be synched with the Notes in
Outlook) should get copied into a special section called "Copied Pocket PC
Notes" in OneNote when you sync. This is only a one way sync - there is no
way to get OneNote notes to sync automatically to the PPC.
