Binary format of enterprise resources

Hello,

Does anyone know the format of the binary data describing enterprise
resources? Is there a documentation available?
We are trying to create enterprise resources via SQL. We need to specify the
complete cost information, which is impossible via PDS. Is there any other
way how to create the binary data or have it created? Is there any
functionality which can be called?

Maybe create the resource with the PDS and then edit it with SQL?

Our problem is that we cannot edit the binary file via SQL, the data for the
resource is not stored in any other form. We don't know "which bits to
change". We don't know how to write a PDS extension doing it either.
