Bind a picklist to Oracle

Newbie, non-coder here.

I was told by Microsoft that I needed to write code to
connect to an Oracle database to populate a picklist -
yet they couldn't tell me how.

Could anyone please provide an example for populating a
picklist via Oracle tables and/or point me to a reference
source.
