Bizarre updates suggested for XL viewer 2003

I've just rebuilt my Windows XP PC with a new hard drive. I didn't have my
Office CD handy when i needed to view an XLS file so I downloaded and
installed the XL 2003 viewer.

The viewer said it couldn't open this type of file (an XLS) so I went to
Office Update (using the viewer's menu Help > Check for updates).

After the Office Update detection ran, it says these following 103MB of
updates are *required*:

1. OneNote 2003 Service Pack 1 (Chinese HongKong version)
2. Visio 2003 SP1 (Norwegian version)
3. Visio 2003 SP1 for MUI Pack
4. Project 2002 SP1 (Finnish version)
5. Office 2000 SP3 (Norwegian version)
6. Office 2000 SP3 for Office SR-1 Disc 2 and Publisher 2000 SR-1 (Korean
version)

Rather mystifying since XL viewer 2003 is the only Office product installed!

Hi Mike,

When you say you rebuilt the PC this was a clean
install of Windows on the only hard drive in the
system then manual install of the apps or were you
transferring things or connecting to other drives/netdrives
on the system?

Is this a U.S. English Windows XP and what WinXP service packs
are installed?
