blank 2.5 x 3.5 labels

How do I make wine bottle labels, about 2.5 x 3.5 or where do I find software
to be able to do this.

What software do you have? You can do a custom size in Publisher or Word. In
Word, create a table with the cell dimensions matching the size you have stated.
