Blank document template missing

When I go to NEW to open a new page, all I have is blank workbook and no
blank document. Is there something that I have messed up or is there a
template to download for a blank document?

I assume you mean Excel but you don't say which version. Also, a workbook is
composed of worksheets. If you have a workbook, then you have worksheets.
What do you see when you start Excel?
