Yes: You are running compare documents with tracked changes!
Word is attempting to add tracked changes to tracked changes on tracked
changes, and getting very confused
Word cannot compare documents that already contain tracked changes. This is
a design limitation. It is on the list of future enhancements, but
currently you need to ensure that you accept ALL changes in both original
and new documents before you compare, otherwise your results will be wildly
inaccurate if Word can complete the job at all.
