Blank Form Later Visible On Another User's Machine

We have a form that is routed for digital signature. One manager signed the
form and sent it to the next manager. When the manager opened it for
signature, it was blank. None of the previously entered data was visible to
him. A colleague passed the form to me, as he said that it was blank for
him, too. When I opened it, the data was visible.

Any thoughts on what would precipitate this issue?
