Blank page using odd page section break

We have a template for creating small booklets. Each
chapter is set to start on an odd page using the odd page
section break. When a previous chapter does not contain
enough information to print on the even page before a new
chapter the even page is totally blank. We would like for
the even page header/footer to print on the blank page. Is
that possible? How? We use WORD2002 and XP Professional.
