Blank Site Template in dropdown

Ive created a customized SharePoint site template which has does not appear
in under Manage WSS site provisioning settings. Even the orginal Project
Workspace does not appear.
Project Server points to another SharePoint instance running on another
server. That SharePoint has had no other changes made to it.
I'd appreciate any resolution and possible causes.

Maybe the WSS SQL server/db is offline? Did you talk to your DBA?
