Blanks in Site Template dropdown

When provisioning a new instance of MS ProjectServer the Site Template
dropdown is blank.
1. I have run the WSSWIZ.exe. Twice
2. I have created a personal template in the Central Template gallery. Added
the temaplate using stsadm.exe
Any other ideas to get this template or the Project Workspace template in
the dropdown?
