Bleeding tabs

Does Word have a way in which to insert bleeding tabs onto a page? I first heard of bleeding tabs when using FrameMaker (don't think of tab indents but tabs or section dividers within a book. I guess they could also be called boilerplate graphics). They usually appear as a black rectangular box, about an inch high, on the right edge of all even pages within a section or chapter, and are usually staggered from chapter to chapter or section to section. The use of bleeder tabs can delete the necessity for using insertable cardstock tabs. The box is usually black and has white text written in the box, displaying the name of the section or chapter name. We've figured out a way to create a graphic and manually insert it onto a page, but we want to know if there is a way to create it on a template and have it automatically applied to all pages within a book. Can anyone help?

I have a similar document that I create for Training Departments that I can
send as a sample file. Give me your address and I will send you a sample
page. What I did was went into the Header, inserted a text box in the right
hand margin, type in the text, right-clicked on the text box, selected
"Format text box", clicked the TAB that allowed me to align my text from top
to bottom. Pretty simple. Then with the use of Sections you can have
separate headers on different chapters.

Holler if you want a sample. I thought I put a downloadable sample on my
web site but I must have removed it to save space.
