Blind bulk emails

I want to send a bulk email so that the recipients can't see eachother, but
without being as obvious as using a BCC. Is this possible on Outlook?

Outlook's mail merge can't do attachments but you can either use a 3rd party
utility or VBA to do it. See http://www.slipstick.com/addins/massmail.asp.
