Block Interval placement on timeline

I have Visio 2002 standard. I am doing a sheet with a
number of parallel timelines. I want to show a block
interval on a timeline with one or more parallel other
block intervals in the timeline. When I shrink the height
of the block interval, the resulting block snaps to the
vertical center of the timeline. Is there a way to move
the narrower block to the top or bottom of the timeline
and park it there?
