How can I setup Outlook so that email content from specific senders does not
get blocked with "Outlook blocked access to the following potentially unsafe
attachments ..."?

You cannot set it that way. You can either block them or prompt it to save;

I don't think that's configurable on a per-sender basis. There's a bunch of
