Blocked url in Outlook

[Tech]

When a user receives an email with a .url attachment the user can not click
on it and visit the website. Originally they were being deleted by Outlook
until I found the registry fix. There are two options "save to disk" and
cancel.
If I try to save it I still receive an error that you can not save the file
to disk.

when you unblock attachments they can only be saved to the drive, not opened
directly. What exactly does the error message say?
