Booking type in Build team from Entrp gets changed using RBS

Environment: Project Server 2003 with SP1.

I facing this resource booking type problem.

1. I created a new project plan
2. Went to build team from enterprise
3. under Group By drop down selected RBS
4. Added resources under my RBS tree
5 On the Project team resource windows on right, the booking type of few
resources gets changes to 'Proposed'. (this is happening for few teams)

I've confirmed the booking type of those resource as committed in resource
information window of those users. If I don't select RBS in group by drop
down & directly add that resource, then their booking type is correct.

This issue causes problem as few managers expect every thing good where as
the booking type of proposed doesn't get the tasks in their timesheet.

Why the booking type gets changed to proposed?

Any clue?

My client is having a similar problem to this. We are on Project Server
2003 SP2 (the version MS recalled) and this also happened on SP1.

All resources in the resource pool are set to proposed. When grouping
resources and adding them to a project, some resources booking type is
changed to commited. Why is the booking type being changed? This only
happens when grouping resources. Is there a solution?
