Any help would be so appreciated. I am trying to create a catlog using
template "Booklet for products and Services, 8/12X11, folded, 8-pp" or
"Product Catalog (simple Design). I have a printer that is capable for
duplex but when I print out and fold. The pages are not in order and half
the pages are upside down. I have tried every print setting possible with no
better resluts.

If there is a setting in your print duplex setup that refers to flip pages up,
or something similar, uncheck it.
What version Publisher are you using?
The templates you are asking about are a Word templates.

They are equally hard if you have not set up your printer properly.

It sounds like you have already used a booklet template, you just have
failed to properly configure your duplexer. Go to File > Print >
Properties (slightly different in Publisher 07), and hunt for a setting
named either "Flip pages up", "Long-edge binding"/"Short-edge binding",
or "Booklet"/"Tablet" binding. Change to the option not currently selected.
