bookmarks do not appear in hyperlinks menu

FP 2003
when trying to place a hyperlink to a book mark on another page in my site
on my index page the book marks on the other page do not appear in the
Hyperlink menu.
what's up.

it was supposed to be brain like in gray matter. It said to push button with
"bookmarks" on it. LOL.
